On this Wikipedia, currently no active Wikipedian exists other than me. The talk page banner has been well translated now and it will be used in article's talk pages to attract commentary from inexperienced editors, or where there are high levels of debate from everyone. It provides: A short introduction and appropriate links for newcomers, A reminder of policy to experienced Wikipedians. Over all, it is an useful template for particularly those who don't know what is a talk page. It is a bold act hence community consensus was not needed. Then those maybe new editors, I guess. User:Vituzzu, I thought about an editnotice at the first instance but still the discussion page will remain a redlink.
